The private rental sector (PRS) is still on the edge of a major overhaul however its looking likely 2025 will see implementation at some point.
1, The Renters’ Rights Bill – Where is it at and where is it heading?
Circa two years on the Renters’ Rights Bill is Labour’s version of the Conservative’s Rent Reform Bill, albeit with 250 pages of amendments. The House of Lords consultation stage is pending a date, then it travels through three further stages (one of them another consultation of amendments stage) before receiving Royal Ascent.
2, What are the key aims of the Renters’ Rights Bill?
Chief goals remain to end no fault evictions, replace assured shorthold tenancies with periodic tenancies, and regulate rent increases. PRS landlords will need to register on two databases, a PRS landlord database and an ombudsman redress database. Tenants may be unable to pay more than one month (28 days) rent to secure a property causing pain points for tenants who may fail referencing otherwise. Awaab’s Law which comes into force for social housing landlords in October 2025 following the tragic death of two year old Awaab from prolonged exposure to damp and mould could be extended to the PRS forcing landlords to address damp and mould hazards. The Bill also seeks to make it easier to rent with pets, end discrimination against certain criteria applicants, and extend the Decent Home Standards to the PRS.
